Report a concern about a tethered horse

Tethering can be damaging to a horse’s wellbeing in many ways. Under the Animal Welfare Act 2006 owners have a legal duty of care to meet the welfare needs of their horses at all times. 

Under the Hampshire Act 1983 we may remove and safely stable any horse which is tethered or grazed without permission on land owned by us.

Horses tethered or grazed without permission on private land, or public land not owned by us, are the responsibility of the land owner to have removed.
