Our Constitution
How the Council works, how decisions are made and the procedures we follow
The Constitution sets out:
- the rules and procedures to be followed by the Council and committees when conducting their business;
- the decision-making powers of the Cabinet and of Committees;
- the financial and contract regulations; please note the thresholds that apply for the purposes of the Public Contracts Regulations 2015, Utilities Contracts Regulations 2016, the Concession Contracts Regulations 2016 and the Defence and Security Public Contracts Regulations 2011 (“the UK regulations”) (Part 4 appendix K, para 2.03) were amended from 1 January 2024. The relevant updates to the Constitution will be presented to Council in February 2024 for approval and then the Constitution will be updated accordingly.
- the scheme of delegation to chief officers;
- the rights of the public to inspect reports;
- codes of conduct for Councillors and employees;
- Members' interests and Members' allowances.
