Recent developments in the examination process
14 March 2022
The Council has received the Inspector’s Final Report on the Eastleigh Borough Local Plan 2016-2036. The Inspector concluded that with the recommended final main modifications, the Eastleigh Borough Local Plan 2016-2036 is sound and meets all the legal requirements. With the delivery of the Inspector’s Final report to the Council, the Examination of the Eastleigh Local Plan is now officially closed.
The Inspector’s report and main modifications can be viewed on the Inspector’s Report and Adoption page.
The conclusions of the Inspector’s report means that the Local Plan can go forward with a recommendation to adopt the Plan at a Full Council meeting on Monday 25 April 2022.
22 October 2021
The responses to the Main Modifications are now available and can be viewed on the Main Modifications page together with the Council’s summary of the representations received and their response to the issues raised. The Inspector is now reviewing the representations and as soon as this work is completed an update on the next stage in the Examination process will be posted.

The consultation on the Main Modifications to the Local Plan is running between 9 June and 21 July 2021. Full details are available on the Consultation on the Main Modifications page.

The lists of Actions Points and Council’s responses to these are now available in the Examination Documents and on the Action Points page and have the reference numbers ED86 through to ED105.
The documents are not currently open for consultation, but are being published in advance of the consultation on the Main Modifications to give interested parties time to consider them prior to the opening of the consultation which will take place in due course.

The hearing statements in response to the Inspector’s Issues and Questions in relation to Policy HA2 Mercury Marina Camping & Caravanning Park are now available on the Further Hearing Sessions page.

The Eastleigh Borough Countryside Gaps Study Report has been published in the Examination documents at ED84. This document has been published in advance of the Main Modifications as it is being referred to in the SoCG being prepared for the further hearing session on Policy HA2 Mercury Marina to be held on 5 January 2021.

The Inspector has written to the Council to give an update on the timing of her Post Hearings Advice letter. The Inspector’s letter is at ED70 in the Examination documents.

The Inspector confirmed at the close of the hearing sessions on Wednesday 29 January, that she would be writing to the Council over the course of the next few weeks. When the Inspector’s letter is available a note will be posted in the Latest News and Updates.

Eastleigh Borough Council's responses to the legal opinions submitted by Persimmon Homes, South East and Action Against Destructive Development during the first week of the hearing sessions can be viewed in the Examination documents at ED68 and ED69 respectively.

There has been a change of venue for the hearing sessions which are scheduled to take place on Tuesday 28th and Wednesday 29th January. These will now take place at the Eastleigh Borough Council Offices, Eastleigh House, Upper Market Street, Eastleigh SO50 9YN (Postcode for Sat Nav: SO50 9FD).

Action Against Destructive Development (ADD) have submitted a report by Professor David Sear which responds to the SoCG between Eastleigh Borough Council, the Environment Agency and Natural England (ED47) which was not available before the deadline for hearing statements. A Statement of Common Ground has been agreed between Eastleigh Borough Council and Winchester City Council and this can be viewed in the Examination documents at ED30.

The update documents set out in the Council’s letter to the Inspector (ED10) have all been submitted and are all posted in both the Examination documents and Examination library.
There is a new tab on the landing page of the Examination pages entitled “Documents Submitted since October 2018” which lists all the evidence documents and updates the Council has submitted following the submission of the Local Plan for examination in October 2018.

The inspector has written to the Council setting out the details of further information that is needed to progress the Examination of the Local Plan. The areas of work outlined by the Inspector are underway and the Inspector has asked the Council to provide a timetable for this work by Friday 29 March. The Inspector’s letter can be viewed in the Examination documents at reference ED3 and the Council’s response will be published in the Examination Documents in due course.

Due to the previously arranged work commitments of the Inspector originally appointed to conduct the examination of the Eastleigh Local Plan it has become necessary to change the Inspector. Inspector Christa Masters MA (Hons) MRTPI has now been appointed by the Secretary of State to conduct the examination.
